If the flapper doesn't stay in position or is too water logged, a flush will start out normal but lose its momentum. You can check your flapper and see what is happening with it. Noisy Flushing

Noisy flushing probably sounds strange because no flushes are silent. They can even be quite loud. But the normal flushing sound, no matter how quiet or loud it is, is not what "noisy flushing" means. More specifically, noisy flushing is a toilet that gurgles as it flushes.

A gurgling sound typically means that the toilet vent pipe has a clog. It can be completely blocked or just partially, but either way it will cause this sound because it isn't properly venting. Since the clog is in the vent pipe and not the toilet or plumbing pipes, you should have a plumber come find the clog and remove it.
